What is Keystone STARS?
Keystone STARS (Standards, Training/Professional Development, Assistance, Resources, and Supports) is Pennsylvania’s Quality Rating and Improvement System under Pennsylvania’s Office of Child Development and Early Learning. The program assesses early and school-age care and educational institutions on their quality of education so they can better support each child and family’s unique needs. Established in 2002, Keystone STARS sets research-based performance standards to improve children’s outcomes and is guided by the principle that high-quality early learning programs form the foundation for children’s future success.
